​BSEMT at a Glance………. The Diploma of Technology, a two-year course, was introduced in 1983 by the Technical and Vocational Education Project (TVEP) of the Bureau of Technical Vocational Educational of the Department of Education, Culture, and Sports (DECS). It came into being as a result of the financial assistance from the ASIAN Development Bank and was institutionalized by the Don Mariano Marcos Memorial State University (DMMMSU). Prof. Felix C. Frigillana became its first Project Implementing Officer (PIO).
​In 1998, Technician Education Institute (TEI) evolved as one of the departments of the College of Technology. Later, it became the Technician Education Department (TED), which offered a three-year Technician Course in Diploma of Technology (DOT). In 2000, Prof. Ireneo C. Sibayan succeeded Prof. Frigillana. Prof. Sibayan was the Chairman of TED until 2002. From then, Electro-Mechanical Technology was introduced as a major area of specialization of the Bachelor of Science in Industrial Technology (BSIT), with Prof. Sibayan as the designated Officer-in-Charge until September 2003. Dr Baltazar D. Juloya assumed the OIC position starting October 2003.
Through the leadership of Dean Rogelio C. Tanagon, Bachelor of Science in Electro-Mechanical Technology (BSEMT) became a distinct program by virtue of Board Resolution No. 2003-132. The program was implemented starting First Semester of SY 2004-2005. Since then, Dr. Baltazar D. Juloya has been the chairman-designate of what is now known as the BSEMT Department. The first batch totaled 45 graduated in March 2008.
